Redwood City "redtags" Docktown Marina, banning all construction of new floating homes or improvements to existing floating homes. Although this action is cause for concern for all Docktown residents, Jim & Carolyn Parnell are hit especially hard, being forced to halt the construction of their half-built home financed by a mortgage and their life savings.
